The implication is that if a woman has children, she's most likely going to be raising them, or at least taking a significant chunk of time off (whether that be maternity leave or FMLA). These things don't endanger employment (for good reason), but that time off means she's not contributing, and therefore not earning raises. If you think women should be getting raises for work they're not doing, then you're even more idealistic than I am about the kind of world we should live in. Even if a woman doesn't take an extended break from working for breastfeeding/etc, do you think she's going to take or put up with jobs that demand 50-60 hour weeks to achieve the salaries that lots of men do? She could, obviously, but chances are she'll willingly choose to have more time to spend with her family.
