In NYC it isn't commonplace to casually greet people as you pass by. Typically, that type of greasy behavior linked in the video is attributed with dudes either caught gawking at 'dat ass or trying to make snide sexual commentary as chicks walk by. Some people internalize it as a confidence booster but that is usually connected to low self-esteem and other psychological issues. Most people find it rude, inappropriate and generally annoying.
I like to think people can tell the difference between a legit hello and a catcall. Something pretty contextual.
If you're at the bar and you get hit on, it's a different set of rules. Same thing on Tinder which is a site for hookups/dating yet even that has its own set of rules.
So? Its still an illogical response.
Maybe we should educate them and let them know they have a much lower chance of having anything happen to them while they are out than you or I do.
They are pretty safe, its too bad they feel like they are in constant danger when they really aren't!
Basically no one should ever initiate contact with a woman unless they are 100% certain of how they will take it through body language due to the fact that there may be a chance of bothering them?

Is this only when it happens too much? Only when people who don't know you say it? Give me the rundown. Is it ever appropriate to compliment a woman's looks? If so, when and why? When isn't it and why isn't it? Because we arbitrarily decided so or is there any other reason?
What places are acceptable to initiate a conversation with a woman? At school/work/gym/bar/sport event/restaurant/someone walking on the street to class, do they become fair game once they get off the streets and touch foot on campus? Or do you have to wait until they set foot inside class?

Anywhere that you reasonably think she would want to have a conversation with you. Including on the street, if you have a good reason to think such attention would be welcomed.
But yes, this subjective, setting-specific guideline does require a person to possess a modicum of perception, self-awareness and social acuity.

I can get how a woman wouldn't like being catcalled, but just saying hello or how are you or god bless isn't necessarily catcalling. (note again tone is usually a give away)
