From a societal standpoint of categorizing acts as either "acceptable" or "unacceptable", I'd say the lowest tier of unacceptability is harassment. If above that is rape and above that is murder, that doesn't mean if you shoot somebody you also raped them and harassed them like some kind of criminal matryoshka.
