We 'do' say hello to each other in the streets when we pass each other. Man or woman. Its actually pretty rude not to at least give a wave or nod or something. Many people will speak though.
That hashtag just seems silly to me since its sarcastic encouragement to do things that we... actually already do.
(And yes, people do compliment me when I'm wearing a suit that looks particularly nice. And when I used to get cool designs when I'd get bolted down people would approach me and ask about my hair and when I was fro'd out you'd have all sorts of women wanting to run their hands through my hair).

You can't know what someone's boundaries are when they 'don't' tell you. Keep in mind that we're talking about saying hello to peeps in the street walking in areas where this kind of behavior is apparently normal (since its trying to show what the chick's supposed every day life is like) and then expecting that dudes shoulda known better.
The whoa crazy point that I kept repeating over the last few pages of the argument when it came up before was that people are different and you never know how someone's going to feel (which you're trying to act like I don't already know, dipshit) and that its kinda difficult to make this assumption before you actually open your damn mouth to speak to them (unless they show some REALLY obvious signs of disinterest like having headphones on or whatnot).
and if you don't KNOW what someone's boundaries are, then err on the side of NOT CROSSING them. it's not hard bruh.
you may be fine with randos coming up and commenting on your appearance or touching your hair. plenty of people would find that creepy and uncomfortable as hell. so maybe instead of going "oh that's silly" you realize the world doesn't fucking revolve around you and just because you find something fine doesn't mean other people do so quit being so fucking dismissive.
