It's okay that he didn't understand why it was a problem. But that's exactly why it's important to explain why.

No one is really judging him. Really, everyone gets he wasn't trying to cause a problem. That's okay, but it's still important to address it, so next time he doesn't make the same mistake, and hopefully neither does anyone else. It's okay to not be perfect, and to make mistakes, or even to do things that hurt people. The important thing is to learn from it, and try to do better next time. Which the guy clearly understands, hence the apology.

Someone in a position to actually stop the individuals who are sexually harassing their coworkers should do so. Obviously though, most people are not in such a position.

Misogyny is more than just sexism. I don't think anyone who does something sexist is a sexist.

I mean Nazis who fled prosecution assimilated into their communities and became indistinguishable family men but I guess killing Jews for a living is just easier to let go of than advanced sexism.

I don't really think that's a comparable situation. In that case there was an extremely strong, and sudden influence from others around them, and acting as part of a group would lead to people doing things they would never otherwise do. Once that group ceases to exist, and that influence goes away, it becomes a lot easier to step back and think about what you were doing.
