actually might be the opposite, if I understand correctly, the lockout is technically between the league and the PA, not the players themselves. If the PA decertifies the CBA is null, and the owners basically have to honor the existing contracts or be subject to antitrust laws. It's the PA's nuclear option.

This doesn't decertify the union. It just removes them as a representative. The NHLPA had two options available to them. Decertify the union which is a lengthy legal process that can take up to two months which destroys the season. Or a Disclaimer of Interest. The disclaimer simply means that the NHLPA itself as a body resigns from it's position representing the players. No lengthy legal process, immediate action.

The downside to the disclaimer is that the NHL can immediately file suit and make the claim that the NHLPA is doing this simply to extract leverage in the negotiations. If the courts find in the NHL's favor(which is entirely possible if the NHL files suit in a sympathetic city ie Boston or New York.) Which would then put us back right at square one.
