Was more referring to the last few previous offers. They present an offer, the NHLPA submits a counter offer and the NHL withdraws their offer, breaks off negotiations and says the NHLPA doesn't want to negotiate. Shit was retarded and in the end after all their sound and noise they always come back and present a new offer which ends up being closer to the NHLPA's counter offer. Sick of the PR games.
