There is no quick answer to this. If you want a highly populated server, you're already on one (Asura); if you want a reasonably populated server that also has a decent endgame scene, you'll want to conduct research. Specifically, look into how populated servers are, check out endgame recruitment threads on the various forums (BG, FFXIAH, et cetera), and then make your decision.

Quetz, Sylph, and Leviathan are at the bottom of the "Active" users list, so your assumption is correct. The most active server, Odin, has around 6,000 more such players than Quetz.
I chose a middle-ground server to migrate to (Bismarck), as I did not like playing on a highly populated one (Asura). I don't regret my choice. I may encounter competition at NMs, but it's never overwhelming, and there's always something else that I can do while waiting for others to leave. I don't mind competing, but it's nice to not have to. LSes are able to do their events, and PUGs still happen. It is, in my opinion, the best of both worlds.
For the curious, the servers that are around the 14,000 mark—from the most active to the least—are: Carbuncle, Fenrir, Siren, and Bismarck.
Has there been any discussion of merging servers again, by the way?

rule 1. dont tell them you are in China. Then again your IP might give it away and you get banned anyways. Just contact SE help and give them the info you have, to regain my accounts was very easy. They asked me for my address on file and a few other questions that slip my mind. Nothing hard. getting the account back wont be to painful; keeping it in china might.

I think at some point during the height of RMT activity, they started just blocking most/all IP addresses coming out of China. I donno if this is still ongoing anymore though. It didn't do much since there's always workarounds.

I would say war or nin:
WAR:
- gets invited to VW for damage and procs
- has almost all red procs for abyssea
- no solo capabilitys tough
NIN:
- limited invites for VW for procs (Ninjutsu, only one NIN needed per ally)
- has most of the abyssea procs and some grellow procs
- good solo capabilitys for Dynamis sky etc. lower lvl stuff
compared to SAM:
- gets invited to Voidwatch for Damage and GKT procs
- has barely any abyssea red procs and no grellow procs compared to war or nin
- has some solo capabilitys tough limited.
tbh i would go with BLU:
- Gets invited into VW for procs
- has alot of the abyssea grellow procs with /NIN and can set TH, with a BLM mule you can cover almost all grellow procs, tough limted red procs
- Very great solo capabilitys on lower level stuff
- needs alot of time investment to get it ready (skilling blu magic, farming spells, getting gear etc etc)
tbh it depends entirely on what you want to do and farm there is no 1 DD rule thumb. Depending what you want to farm in abyssea you might need WAR THF and NIN lvld for flexibility.
