Did they change the way combat skills work or something? I'm noticing that a lot of the reforged gear has + to combat skills along with attack and accuracy. I was under the impression that combat skills generally only added attack and accuracy.

Gear has +combat skills to make up for the fact that your character is still capped at 99, while enemies are not. The gear makes up the difference.
Would that not matter since they could just dump a shitload of accuracy and attack on gear anyways? whats the point in throwing skill on there on top of it?
I imagine it is so jobs continue to use their traditional weapons--drg stays with polearm, thf with dagger, and so on. If it was just a general accuracy/attack boost to make it comparable to ilevel 119 instead of specific combat skill, you would probably see some jobs using wacky weapons. Would probably still have Ridill wars running around spamming Vorpal Blade lol

So as a returning SAM, I need to unlock Fudo pretty asap!
What would be the fastest way of unlocking it? Trying to slowly get through Adoulin missions too so I can get access to Skirmish gear!

Yea Fudo is spammed a lot, but you also need Rana, Kasha, Shoha, etc. Also you want a Tsurumaru from Foret Delve. Skirmish gear doesn't require a lot if anything from mission progress. I think the most you need to get is the dinner invite, but I think that is just for wildskeeper reives.
As mentioned, I don't think Skirmish requires mission progress at all. Just go out to the entry point to grab the warp.
Unlocking Empyrean WS requires clearing city Voidwatch (I think, more specifically, clearing the Guardian of the Void quest). You can then either get the level 90 Empyrean weapon, or the 99 Walk of Echoes version. The latter is much easier if starting from scratch, as they now have -1 versions of the weapons in the crate that skip straight to the Devious Die/Liminal residue trials. These shortcut versions still need the full 100 of each, whereas the old ones were reduced to 35.
Once you have that, there's a ??? in Walk of Echoes to talk to. Offhand, can only unlock one WS per game day.
Walk of Echoes is empty a majority of the time, at least on my server, so I would recommend using login points on devious die and residue. Especially if you have a handful of mules, it will help.

Fudo is the only WS I'm missing (I have everything else), so that's one of my concerns!
I don't know why, but I thought to unlock Yorcia Weald, I needed to progress through more of the story for some reason... doh. Well, I'm glad I can at least get on that soon!
You can exit adoulin now -> walk south in ceizak -> enter sih gates -> move north west to cirdas cavern-> hug the right wall all the way north to unlock enigmatic device without any reives -> move west to woh gates entrance-> ask a friend to tractor you up the wall -> enter woh gates head west-> enter ravine to touch biouvac 4 -> go back into woh gates and ask friend to tractor you up on the bridge (head too far west under bridge to unlock morimar basalt fields biouvac to save time later if you desire) then walk North to unlock kamir drifts frontier station -> backtrack to woh gates brudge and go south to unlock yorcia Weald biouvac 3 and wkr home point crystal.
Like 35 minute run unlocking access to yorcia skirmish from nothing, saving you like 8 hours of annoyance soloing reives going the normal route through the world (but eventually it's worth your time you lock all biouvacs and key items)
Escaping in Woh Gates brings you to Bivouac #3 in Yorcia, too. Also, I've had friends who never explored Adoulin much but did get WKR access, so we'd kill Colkhab, go to the secret entrance of Sih Gates, and then to Inner Ra'Kaznar, only to escape out to Kamihr Drifts.
I use R2/L2 on my controller for my macros, when I hit the buttons it pulls them up, but starting last night the second I release R2/L2 the macro bar closes, what button Has been hit on my keyboard to cause this? Or have I done something else?

If I have say, RDM AF3+2 hands and RDM AF3 i109 legs, they both have augment composure set bonus, but do they stack with each other since they are technically different set?
No you need to have both 109 or +2 for the set bonuses to take effect.
One of the returning friends has to do DRK Maat Fight at level 70.
Given the WS rehaul that happened recently, which WS should I suggest him to use agaisnt Maat?
He wanted to use GS (since it's already skilled) but I guess I can suggest him to bring up Scythe if that can make the Maat fight easier.
Speaking of which, an easy to obtain GSWD or Scythe useable at level 70 for that fight?
There's sparks weapons all the way from 1 to 99. I never fought maat on drk till I was 75 but with desperate blows not being locked to merits anymore it's probably really easy to just blood weapon/last restort/soul eater and kill him pretty fast. You get 3 tries per testimony these days so there's room to experiment.
Guides recommend Scythe, just because Guillotine is an extremely powerful weaponskill for low-levels however the changes you referenced may have put Spinning Slash above Guillotine these days, I have no idea.
Also don't forget DRK can use Rampage. Which is way up there with Guillotine and is massively buffed thanks to the huge one-hand damage increase a cross the board. Skilling up Scythe would make more sense for your friend though, he's going to need to do it at some point anyway for staggers at least.
-Balmung is lvl70, but it has -5%HP but I suppose it doesn't really matter any more.
-Havoc Scythe is lvl70 as well, beastly if your friend decides to skill up Scythe. I was always envious of people that could use that weapon.
