FFXI Can't log in - modem problem?

So I've been on a busniness trip for the past 2 weeks in Korea and Taiwan and I got to China yesterday night. I tried running FFXI on wifi and it worked(was a bit slow but okay) and today after finishing up work for the day and going back home for some FFXI, tried logging in on the same network wifi but it gives me ERROR-1160(happened to me a couple of times in motels and airports).

Can anyone explain to me the problem and how can i fix this. Maybe i need to configure some codes or IP addresses or something like that.

Remark: I live in the Middle East, Dubai if that helps.

Most, but not all Korean IPs are blocked from accessing FFXI. Most of the time when I tried to play the game within the last ~4 years I needed to use a VPN to connect. My last Seoul ISP luckily assigned me an IP I was able to connect directly with, but after moving to Chuncheon I was blocked again. I assume the same will go for most "non supported" regions, most IPs in those regions are blocked by SE because of "high risk of illegal activity," but occasionally you can find an ISP that has IPs that are not blocked.

I use WiTopia, which is a paid service. There are a few free VPNs, but you get what you pay for and the free ones aren't very good.
