The movie is intelligently made, but only if you can accept that it is a movie and not a series or book. By the end of it all you're left wanting more exposition, but are given enough to be satisfied.
The movie opens and just drops you in a prologue of sorts after a very short "This is why we're fighting giant monsters". You're introduced to the main character, the conflict, and enough of the details behind the giant mechs and Kaiju to just accept it and move on. Right after that, we're given a break from the action for character development. This is the part where I'm sure every one else, me included, thought the movie would fail; it didn't. Everyone's story is believable and acceptable, and we're given enough to care about the main characters but not enough about the supporting characters to become attached. This is really evident towards the end of the film. This part of the movie almost went on for too long, but it doesn't.
After some development though you're pretty much half way through the movie and it's just mega action scene followed by some chit chat that leads right into mega action scene. All very satisfying, and none of it feels like "Transformers". The effects are well done and it's always easy to follow the action on screen which is amazing considering the setting they chose to do a lot of it (there is a lot of rain and water sprayed around and you can still keep up with the action).
Word of warning though, the movies climax is quite predictable but you'll enjoy the ride the whole way through any ways. You'll leave wishing this was a mini series on HBO since the movie format just leaves us with out so much depth in the universe that could have turned out amazing. Great job nonetheless.
