for rng, the delay of your weapon + ammo is needed to figure out an x-hit right?
Also for rng, 5-hit /war or 4-hit /sam?

Depends on the weapon and situation. Looks like /WAR 5-hit. For bow I'm confident it's not worth giving all other options just to get enough STP to 4-hit.
Gun, with its higher delay, is more viable but unfortunately I'm not as sure what's better... It definitely seems like a stretch to 4-hit Armageddon (at least after Wildfires) due to the lack of STP gear to WS in, Last Stand might be a different story. All other gun options when you're always using Last Stand (or Coronach for relic) I've heard arguments for /WAR but if an event calls you to /SAM for some reason it looks like the best weapon to 4-Hit with.
Either way you won't have to worry about it in VW or Abyssea.
Mandies in alt.... well thats the best place. I just went as pup with rdm frame for constant phalanx, pulled a ton, capped, switched to mnk, put on -pdt gear, regen and regain atmas /dnc and pull as many as you can manage while keeping yourself alive. I also did it barehanded with a maringina. the skillups were pretty similar all the way through.
Just bad luck then, I'll go back.
Well it might be his were a higher lvl too.
How does the Provenance Watcher fight work? Is it a typical vw fight with weakness staggers? Do you trade cells anywhere?
It is a bc with weakness staggers but light levels do not matter and subsequently there are no cells.
If I'm capped hate and full health on BLU/DNC should I be able to survive an Everyone's Grudge in Temple of Uggalepih? Building up prowesses on pages there all contain tonberries on all of them is reason I ask.
No, just kill them before they can TP or sudden lunge.
My CDC's on BLU outside of abyssea are surprisingly lackluster, better than, say, Requis or something, but barely hitting 2kish in stuff like Salvage. Anywhere I can improve?

I think I've already read the reply to this question some other times but I never seem to remember it ><
1) Can you get Healing Magic skillups from a cure spell that cures for 0? (someone with capped hp)
2) Do higher tier spells (say: cure IV) provide more chances of skillup compared to low tier spells? (cure I)
1) Yes
2) Not tested and not advised anyways. Higher tier cure means more MP taken. If you're not going to bot healing magic, just cure undead swarms since offensive tactics skill up faster than defensive tactics.
Rancor collar vs flame forget for shijin? Mustela gloves vs tantra for tp?
I dunno a damn thing about H2H jobs, but I'm gonna say that using rancor collar on a non-crit ws probly isn't gonna do much for you.
Does anyone know the ODD proc rate for various 99 relics? I know that they all came out to the equivalent of 20% ODD, but I need the actual proc rate for a 2.5 times relic. Not what % ODD that equates to.
edit: Just go with what Taint said. It's probably more correct.
