Toci's has 3% DA and 9 Attack compared to Khepri's 2 STR and 4~5% WS damage (on the first hit). Khepri is probably better, but I doubt you'd notice the difference between them in practice.

Definitely use the Honor. It's mediocre to crappy without the augment and better than Tessera Saio for TA WS, Wild Fire, probably Victory Smite, and likely Blade: Hi with the augment.
