Have you looked into that fairly deep? It sounds totally implausible to block all third-party usenet servers. Some have trials, you could see if they work and go from there? For me starting up was $20/3 months for unlimited access at 10mbps from Astraweb, $5 block account and a $9 pay-wall to use nzbmatrix for finding files and then just the subscription fee every 3 months after.

For olde content, just download it from wherever, no one will care.
For content that isn't sold in your country (particularly stuff like anime), download wherever, no one will care.
For recent movies, and perhaps music, avoid public torrents like the plague. Either use private trackers, ddls, or a vpn.
For tv shows, public torrents are probably fine, but if you're really paranoid, you may want to use something else.
For anything released by small companies, use whatever, they can't afford to police the internet and sue you anyway.
If you're willing to seed a bit, you can safely get anything you need, without wasting money on a vpn, or usenet subscription from private trackers. Otherwise, you can still safely get most everything from public trackers. It's really only a few types of things that you need to be careful with. Particularly recent movies, and music.

There are also various forms of basic IP blockers such as peerblock, but I haven't used that in forever
ghostvpn is a good alternative if you don't mind paying a couple bucks to get a good server
