depends on the game but for most fighting games, 1 frame is 1/60 of a second. Other games (or really shitty fighting games) are typically 30.
1/60 sec = 0.01666666666 sec = 16.6666666 ms

There's another thread on SRK about it, but the short version is most lag is caused by the visual effects the TV adds that make blu-rays and shit look so nice. 'Game Mode' on most screens turns these effects down or off, decreasing lag.
The large majority of HDTVs that have a VGA port(usually labeled 'PC') don't put any of those effects on the VGA channel, only on the HDMI/Component channels, so those tend to be your best bet for the lowest lag.
Yeah my TV died a while back, I got a Toshiba 40L5200U and am pretty satisfied with it.
