trying to fix a friends laptop, need help

I'm not a PC tech or anything but I usually end up fixing friends and families PC's. I just removed about 17 infections/trojans from a friends PC with Malwarebytes and AVG but I'm still getting an error message:

"The program can't start because urlmon.dll is missing from your computer. Try reinstalling the program to fix this problem."

I can't open certain programs like CCleaner.exe and all of his browsers and other programs stall out and run very slow. It did let me DL Malwarebytes and it runs fine.

I read you can do a File System Check (which I've never done before) but he doesn't have the a backup disc or anything.

    Any advice? Thanks in advance.

get a windows 7 disc, boot from it, go into the repair tools and open a command prompt. Run sfc.exe

if that doesn't fix it, wipe it and reload it.

I have a disc from my PC but it's Windows 7 Ultimate, not Premium. Will that cause any problems?

Make an ISO of it, go in and edit it, and remove ei.cfg from the sources folder, IIRC. Burn the ISO back to disc and you have a universal Win7 install disc that will ask what version you want to install. That or make a bootable flash drive with the Win7 installer data on it, and remove that file, and again you will have install media that installs all versions of Win7 for that bitwise (32 or 64-bit). That is really the only file that is different between all discs of the same bitness.
