Like every scandal at the Olympics, the sporting organizations and the IOC will always choose the reaction which allows them to save face and pretend like its not their fault in order to protect their own image in lieu of making decisions based on sportsmanship and fairness.
Edit: That of course requires that they also remain oblivious to the backlash wherein the obvious unfairness of those decisions often does in fact attract more negative attention than having simply admitted the mistake. Very much similar to the "Streisand Effect".
