He wasn't reporting posts that were offensive. It was literally administrative shit; things like "this thread shouldn't be in GD, it belongs in Poopdeck" et cetera. He couldn't move it himself, so he just hit report so they'd move it. That's a perfectly viable reason to hit that button.
