It has nothing to do with who is offended. Carving 'breeder' into the stomach of a straight male's corpse should carry the same sentence as carving 'fag' into a gay male's corpse. The law shouldn't offer special victimhood to one over the other. Think the sentencing for Case A is too weak? Then it stands to reason that it's too weak for Case A+1. It's weird that you think this has anything to do with the level of privilege one class of humans enjoys over the other.
