Yeah that's an excellent spreadsheet. I had a printout of the scientific principals behind this manufacturing process that shows the tests and proven science that was behind the whole thing but I dunno what I did with it. A lot of the deaths that were associated with Taser use were disproven by a number of people who theorized the whole Excited Delirium thing. It just so happens the whole thing coincides with a large amount of in-custody deaths from the 70's up till now with the majority of them happening after exerting a large amount of physical activity (running being one) with the psychological impact of a sudden PNS backlash from a SNS activation. One of the scientists theorized that sudden adrenaline dump, combined with the force being used by officers and the force being used by subjects went beyond mere exhaustion. It was like people were just dying from doing too much. It didn't help that police brutality and asphyxiation cases were on the rise, and Taser felt a good tool to use that didn't put out any kinetic energy was the answer. I have to say they're awesome little devices and it reminds me of all the backlash departments got when they started carrying billy clubs.

Not saying he was not killed by a officer....... but just because he was handcuffs, doesn't mean shit.

I've had people put their hands in front of them, punch out cruiser windows, and even call 911 over being arrested (lol) while in cuffs.

of a certainty. but you have to admit, suspect shoots self in wrong side of head while in handcuffs and locked in your squad car...it's not a good look, chief.

Eh, to be fair, I'm left handed but fire a gun with my right. In fact I use my right hand for everything except writing. Comments like that don't make me believe one way or another.

There was a video floating around where a detective brings his perp in to interrogation, uncuffs him, hands the suspect a bottle of water and leaves for a minute. Suspect takes one swig outta the bottle and pulls out a Desert Eagle from his waistband and blows his brains out.

Shit happens all the time. Could have found the gun in the back seat stuffed in some crevice. Seen that happen before at least 2 times. Cameras, phones, knives, drugs, needles, and one time I found a turtle in a backseat once. Nothing surprises me nowadays. And no handcuffs don't mean anything. Hinge cuffs are the worst as a lot of guys know how to unhook them. Will have to wait for the video and autopsy report on this one...

What the hell? They didn't search him prior to bringing him into the interrogation room? I make it a prerogative to make subjects feel as uncomfortable as possible when I check them before bringing them inside.

Piss poor training on the departments part. Searched incident to arrest, searched the cruiser, searched the perp before putting in searched cruiser, searched after he comes out of cruiser, search the cruiser again, searched before he's taken to booking, final search before being put in the cell. 5 searches of his person total and they still missed a friggin cannon like a DE in the guys waistband. I tell you the most overlooked space is the crotch (where the gun was). A lot of rookies tend to shy away from it because well, you're touching another person's dick. We teach the back of the hand, gently spread the inner thigh (not the balls) to make anything drop, then bladed along both thighs front to back and people still miss shit. I'm so glad booking was issued metal scanners.

This, plus general laziness/"too routine" on the officers part.

American tourist who lamented lack of gun during encounter in Calgary park sparks online ridicule

An American tourist who felt the need to pack heat in a Calgary park has set off a storm of social media ridicule. And now it’s emerging that the “very aggressive” strangers he encountered may have just been representatives from an oil company giving out free passes to the Stampede.

Earlier this week, Walt Wawra detailed an unnerving, at least according to him, recent run-in with two young men in a Calgary park who asked if he had been to the Stampede in a “very aggressive tone.”

The off-duty cop from Kalamazoo, Mich., brushed them off, but lamented his lack of a handgun in a letter to the Herald.

Wawra’s response to the seemingly mundane, daylight encounter has sparked scorn across the Internet.

Congregating under the Twitter hashtag: #NoseHillGentlemen, the Twittersphere mocked the officer’s paranoia after his letter was posted online.

“At the off leash this morning when two terriers started to sniff my dog, If only Canada would allow my dog to pack heat. #nosehillgentlemen,” wrote Connor Turner.

“Ice cream truck just sped past house. Sir, I have no need for your refreshing pseudo-milk product treats. Goodbye. #NoseHillGentlemen,” teased Kikki Planet.
    Walt's letter:

I recently visited Calgary from Michigan. As a police officer for 20 years, it feels strange not to carry my off-duty hand-gun. Many would say I have no need to carry one in Canada.

Yet the police cannot protect everyone all the time. A man should be al-lowed to protect himself if the need arises. The need arose in a theatre in Aurora, Colo., as well as a college campus in Canada.

Recently, while out for a walk in Nose Hill Park, in broad daylight on a paved trail, two young men approached my wife and me. The men stepped in front of us, then said in a very aggressive tone: "Been to the Stampede yet?"

We ignored them. The two moved closer, repeating: "Hey, you been to the Stampede yet?"

I quickly moved between these two and my wife, replying, "Gentle-men, I have no need to talk with you, goodbye." They looked bewildered, and we then walked past them.

I speculate they did not have good intentions when they approached in such an aggressive, disrespectful and menacing manner. I thank the Lord Jesus Christ they did not pull a weapon of some sort, but rather concluded it was in their best interest to leave us alone.

Would we not expect a uniformed officer to pull his or her weapon to intercede in a life-or-death encounter to protect self, or another? Why then should the expectation be lower for a citizen of Canada or a visitor? Wait, I know - it's because in Canada, only the criminals and the police carry handguns.

    http://news.yahoo.com/man-shot-polic...202845902.html

ANAHEIM, Calif. (AP) — A man whose shooting death by police helped spark violent protests in a Southern California city was one of those sought in a crackdown on a violent gang that resulted in dozens of arrests on Friday, police said.
Manuel Diaz was a confirmed member of the East Side Anaheim gang, which was targeted in a series of raids that ended with 33 arrests, Anaheim police Sgt. Bob Dunn said.
Another 20 to 25 suspects already were in custody, he said.
Diaz's photograph was among those of suspects that were provided at a news conference.
"He would have been arrested today," Dunn said.
Some 100 federal, state and local agents raided 54 locations in Anaheim and in Los Angeles County.
Some of the raids concentrated on a poor, mainly Latino neighborhood known as Anna Drive where there has been a recent rise in gang activity and where the unarmed Diaz was killed on July 21.
The next night, police shot and killed suspected gang member Joel Acevedo after he reportedly shot at an officer.
The killings prompted four days of violent demonstrations and a $50 million wrongful death lawsuit by Diaz's family.
The raids were not connected to the shootings but protests delayed them, Police Chief John Welter said.
"We didn't want to be seen as coming in now and arresting a bunch of community members and having people misunderstand or again spread rumors and false information about what we were doing," he said.
"We need to regain some of the trust that has been lost as a result of some of these actions in the street by protesters," Welter said.
After the raids, police distributed fliers in English and Spanish that explained the yearlong investigation, which was dubbed Operation Halo because the city is home to the Angels baseball team.
Some residents shook officers' hands, Welter said.
But others on Anna Drive told the Orange County Register (bit.ly/QVDtTg) that they felt the sweep was a retaliation against angry residents.
"I just think this community is being targeted by the police because we're speaking out," said Ricardo Hurtado, 21.
"This is all a cover-up," he said. "It's all show. They never expected this community to blow up like this."
The gang is suspected of drug dealing and murder and those facing federal or state drug and weapons charges could face up to 10 years in prison if convicted of weapons charges and up to 40 years for drug charges, authorities said.
Televised reports showed a line of men, some shirtless, sitting on the curb with their hands bound behind their backs.
During the yearlong investigation, authorities seized 11 pounds of crystal methamphetamine and 40 guns, including assault-style rifles, sawed-off shotguns and a pistol believed used in a killing, authorities said.
The investigation was prompted by the 2011 stabbing death of a 12-year-old member of a graffiti tagging crew that is considered a "feeder" for the street gang, Dunn said.
Prosecutors say Juan Martinez was walking home from school when he was stabbed during a fight with a member of a rival tagging crew. Bryan Ocampo is charged with murder.
Violent crime in Anaheim, home of Disneyland, jumped 10 percent last year and the number of murders nearly doubled, according to FBI crime statistics.
