The odd thing is, for learning to cook, there isn't really anything better than having someone who knows how teach you, or a maybe a home ec class, depending on the teacher. (College/industry cooking classes will get the job done, but the business environment is NOT like cooking at home.)
Failing that, you just have to get stuff, try everything despite not knowing wtf you are doing, and brute force your way into knowledge.
Sadly, I've never seen a tv show that aims to cover the fundamentals and get you to the same place as any proper chef. As much as I love Good Eats, even it is more about the why than the how, (though the cookbooks he did are better at it).
Granted, AFTER you know what the fuck you're doing, there are tons of great resources like Cook's Illustrated and such.
