That's caused by shitty regulation of the shitty rental companies, if the scooters are personally owned then the problem is pretty much solved because nobody wants their shit stolen.
Doesn't solve the assholes on the sidewalk but there are plenty of responsible users.

Additionally if you required number plates + a license, etc.

A lot of those issues are caused by people who have never owned a car getting to use the road and act like asshats.

I'm not advocating against electric scooters and solving the "Last Mile" mass transit problem. But the experiment by these start-ups have ended the honeymoon period for the unregulated scooter market in liberal cities that would normally embrace such a practical solution.
