I'm not going to pretend that I know the relevant laws here.
This falls under the SEC's public disclosure rules. If there is an actual deal, which it seems like there is, he's being very forthright and straightforward. The SEC would have likely said something immediately. Musk's twitter, as mentioned in the CNN article, is a valid social media disclosure vehicle.
Stating that funding is secured could be considered stock manipulation by the SEC. Also, the T1 Halt is per TSLA request pending news (will open back to trading once news is out).
I have it on good authority that the SEC takes stock manipulation very seriously. @elonmusk #timesup

It probably would be nicer for employees to not be forced to grind at the end of every quarter to meet Elon's delivery overestimates.
I can't say I'm surprised. It would certainly be nice to not be constantly under siege by all the shorts. Slow down a bit, make sure you're building things right and treating your employees right, ramp up intelligently over time as you try and become a proper, high volume auto maker. I also expect that if a bunch of unsavory stuff could potentially come to light it's better to be private and not see your public stock price take a beating.
What happens to all the shorts if this happens?
Pretty sure nothing. It just unwinds the trade at whatever price they bought the short at and return the share to the broker.
