Even if you ignore the difference in rankings (which bowls frequently do), the Fiesta Bowl isn't going to set up a Big 12 vs. Big 12 matchup; they're also not taking Louisville/Rutgers or the MAC champ over #4 Oregon. That would leave the Sugar Bowl with a choice of the Big East champ or the MAC champ to lose to Florida by 40 points, and the Orange with whichever of those two is passed over by the Sugar.
If the MAC champ gets in, the Big 12's only going to get one berth. If the MAC champ doesn't get in, whichever of the K-State/Oklahoma pair doesn't win the Big 12 gets in. Unless Oklahoma loses and drops out of the top 14, possibly resulting in zero Big 12 teams in the top 14, in which case Clemson probably gets that last berth as they would literally be the last team eligible.
