Forgive me if its been stated somewhere, but what is this costume. FF6 jumps to mind immediately, but it feels like a mash-up of several characters. Can't quite place my finger on why it is so familiar.

It's the AF2 Dancer from FFXI (Somewhat)

It's called Heart Stealer in the game but it's clearly meant to represent the Dancer job. In the trailer she's dancing while attacking with the rapier in that costume, you also see Dragoon with a spear and Monk.
Most of these costumes can't be DLC because the whole battle system revolves around changing her outfit.

Her weapon in some of the videos, namely Utsusemi, looks like an electric guitar. I hope there's a rock or heavy metal joke costume in the game.

The latest issue of Jump reveals new details about Noel Kreiss’ reappearance in Lightning Returns: Final Fantasy XIII.

Feeling responsible for inviting the collapse of the world, Noel, the so-called “Shadow Hunter,” strives to maintain public order in the back of society. He dreams of a world in which all people live. But Lightning appears to have broken it.

A quote from Noel, likely directed at Lightning, reads: “I will kill you and the prophesied future will become a reality.”

Using a variety of arts, Noel is looking to fight.

First play-through to take 20-30 hours, 50ish to 100%, new game plus details

The average player will complete Lightning Returns: Final Fantasy XIII in around 20 to 30 hours. If you want to see everything in the game and not skip any events, the game will take roughly 50 hours, says Famitsu magazine.

After you finish Lightning Returns: Final Fantasy XIII you can play through the game again and change the difficulty level. Your garb (costumes with different skills), abilities, and leveling up progress carry over in a second run similar to a New Game+ mode.
