Why would they remove gil above 100m? People will just redistribute gil among their characters.
They're just dividing all gil by 10 to keep the numbers in check. There's no need to panic, people.
I will wait and see what they say further about the gil thing. I hate to say it, but having 99m on the current version of 14 is not 'insanely rich'. In essence, I am annoyed as I was working towards 999m, but hopefully I can split it across retainers and characters if push comes to shove!
And that's what concerns me. It's possible they would combine your gil across character and retainers into one sum otherwise what if they remove the retainer with the most gil? Unless the gil would go to NPC too.
I'll just split my gil across characters if need be to be safe. It's not like I'll be paying for them more than once, we get 8 characters on the server in ARR with legacy.

No offense but Reinhart's English grammar leaves something to be desired. I can only imagine the quality of his translations.
As the resident Japanese FFXIV-er in BG, I will throw my 2 cents into the mix. Yoshi-P in the live video specifically mentioned the word "Denomination" when he was talking about reducing gil. Henceforth, I am 100% confident that when they're talking about reducing gil, they're not reducing the 999 million cap to 99 million but otherwise keeping everyone's gil the same, but instead slashing everyone's gil by 1/10th all across the board. You have my word on the matter.
I will also add that the FFXIV Offical Rep's translations are not always 100% accurate. I've seen my share of their screwups, and this is one such instance. =P
Edit: As proof, there is a lengthy discussion thread on the JP forums about this matter, and everyone in there understands that gil is being slashed by 1/10th and there is no mention of the cap being reduced.
Official rep quote is technically accurate still, it just completely omits the gil reduction.

This however will have no practical effect in terms of relative player wealth, which leads me to question the reasoning for it; if not to remove excessive amounts of gil from the economy, then what? The current cap (999M) is 30 bits, whereas the new cap (99M) would be 27 bits, only 3 less, so it would have a minimal effect on the netcode overhead.
That's the thing though. If everyone's gil is reduced by 90%, as are all NPC costs, then what's the point in doing it at all? Are they going to leave guildleve/quest gil influx the same, and just make it so that whatever gil you're earning now will be worth a lot less come 2.0?
Getting 50k for a sidegrade looks less daunting to a newbie than getting 5m for the same piece. Even if overall it's the same thing.
