So do a lot of people in Russia get dash cams because of how shitty everybody is at driving in that country (for insurance) or are those police dash cams and they're just complacent?

Everybody gets dash cams so they have documentation of accidents because everyone sucks at driving and the police are corrupt.

Dashcams are increasingly popular in Korea as well, for similar reasons. When we got our new car a few months ago my husband had a dashcam installed along with our navigation system, but we have yet to catch anything crazy on tape. I know it's only a matter of time though, because nearly every driver ignores traffic rules here including running red lights, turning left from the far right lane of a 6 lane road, jumping lanes directly in front of fast moving cars without signaling, etc.

One of my aunts there drives like that. Was driving her Hyundai Sonata on those tiny back roads in Seoul like it was a derby or something. Never got into another car with her again.
