That's talking about the actual Tabula Rasa effect. It basically lets you recast Embrava once for 435 total seconds of Embrava with the new 90 second base duration. Including -5 minutes from Evoliths, three Scholars could keep Embrava up for half an hour.
It's obvious that Embrava had to be nerfed, but even with the 30 min timer on SP abilities, I think that increasing the base duration to 120 seconds, and splitting the refresh into a max of 3 refresh and 3 regain would be a decent middle ground. That would mean 5 minute Embravas with some regain. A bit less than half the duration, a bit more than half the haste, and half the regain seems reasonable.
120 second duration, cap it at 29% Haste, give it the same Regen as ever. You can no longer rely on it for an entire event, but you can at least do one set of Troub'd Minuets with it.
I have to say that was a bad calculation on my part lol. I looked at 8-16 casts and did 20% MP using that when the actual total will be (8*3*0.2) which is much greater than the numbers show.
That said, I was saying the MP cost and duration of Tabula Rasa was not enough to effectively claim locking guarantees full-time regain, so the excuse that they had to change regain to refresh for locking purposes is a poor excuse. I have locked multiple times on SCH and 12 casts sounds about right depending on the sub.
Should note that they are cutting the recast timers of SPs by half on the test server, not to a half hour (mistranslated). Still planning on the ability to be reduced further by gear/merits in the future, but obviously no specifics on that yet since we're just talking test server for now. No clarification on whether the timers will be split yet.

All of the 2hr reduction evoliths are light element, double circle. According to otherwiki's etching page, you can do the following with Ebur pieces (all numbers indicate size)
head: 6
Body: 8
Hands: 5
Legs: 5
Feet: 5
Once you upgrade it to a more job specific piece, you lose the 2hr reduction slot. According to the evolith pages, none of the found evolith's go past -3 minutes reduction. Sizes 1-3 is -1 minute, Size 4-5 is -2 minutes, size 6 is -3 minutes. Presuming theres no cap, you could actually do -12 minutes, with what is known. There may also be more pieces outside of the visible 5 that let you put 2hr recast - as well.
btw, can we stop making reference to locking buffs? Treat it like fuckin fight club please. We already had one idiot bring it up on the OF as a "bug".
Yeah, the vast majority of 2-hours only get 1~3 size Evoliths though (1 potency). Also, halving recast is much less exciting than putting it at 30 minutes.
Mighty Strikes/Hundred Fists/Blood Weapon/Eagle Eye Shot/Manafont/Perfect Dodge get -2 minutes Evoliths. PD is the only one to get -3, I think.
Has there even been enough testing to confirm that? Almost every Evolith sucked when they first released it so testing was limited.
I think people did them at least enough to figure out which hunts give which stat, but I doubt we saw the whole range.
Are we sure the reduction is static as opposed to percentile?
So will it effect DDs in Legion or will it still be legible to cast and lock and cast and lock? If SCH stun lock is as ruined as some people are saying will it make PLD tanks with solely RNG DDs better?
Didnt they mention something about being able to merit 2hrs down to 30 minutes when they fist anounced it? Or is that one of those rumors that someone started and everyone else ran with it.
If you were previously relying on the SMN strat, you may have to learn to SCH stun. With a the proposed duration, you need 8 casts per PT (24 total, but people usually do sets of 3). You can either have 3 SCHs rotate 2hr usage (Would mean only 2 SCHs for stuns) or bring a fourth SCH so you always have three to stun.
You can cap what nyzul floor you want to aim for? I did not know that. D:
