There probably is a separate team, but they clearly cannibalized each other because they continue to pinpoint SoA as one of the reasons that current updates in the works are taking so long. Just throwing random numbers out there, but say there were 20 total developers before, then maybe there are like 25 total now with SoA development in full swing, but 15 of them are working on SoA exclusively, so just 10 focused on FFXI.
I imagine at this point the "live" dev team is really small. With an expansion in the works most devs would be working there.
So it's pretty reasonable to think the dev team is 3-5 guys making adjustments as working on Salvage.

I can't tell if that's sarcasm or if you're serious that there's two developers. We saw like 4-5 people at Vana'Fest though, so it's reasonable to assume there should be at least a couple interns under them?

So there's an official post about the 2hrs now on the SE forum which is actually kinda different from what I posted. I don't know if they have different "insider" information or if they just neglected to translated part of the post, but their post doesn't mention the first set of jobs in my post (BLU/SMN/SAM/etc.), and says the second set of jobs (RDM/COR/DRG/etc.) is being retooled, and actually implies (or at least leaves the possibility open) that they will be on the test server tomorrow. It's possible something changed in the few hours between the original JP post and the new NA one, but I find that incredibly unlikely considering it's currently 4:20am in Japan. And the dev team is sick, lulz.
You'd be surprised, but I came to similar conclusion today. Consider this: They'll allow SP abilities to be taken down to 30min, and further with equipment. Currently equipment allows for -few minutes, but I wouldn't be surprised if somewhere down the line it wasn't possible to take SP abilities down to 15min. SP ability on 25min recast makes very little sense for events you'd want to use it again, since most of them are now at 30min timer (Legion, Nyzul, Limbus boss, Provenance - I know, Salvage will be exception). And if they aren't planning on allowing SP abilities to go down to 15min, there's no point even mentioning -timer gear (carrying 5 pieces of evolith junk gear just for that purpose? good joke), because aside maybe WAR SMN BRD there is no point 2-houring at start of BCNM and again at 25-27min timer. Would really apply to Legion and Odin2, I guess.
My point is, if they allow 15min recast as I suspect, SP abilities will be made somewhat weaker. If they stay at 25-30min/1h, contrary to my belief, they won't be as nerfed, yet, I don't expect them too overpowered either.
As a side note, if they start designing battlefields requiring you carry five - ten pieces of SP time- gear per ability/job, that won't be fun for my inventory

Honestly, I always thought that their logic behind lowering the timer was "well, let's lower it from 2 hours, even if it was only 1 hour, they still could only use it once per event, which is the point of long timer", so it never made sense to me to lower their effect because of their cooldown. The concept behind SP abilities, to me, was always that they're one-time "oh shit" buttons or one-time strategic use abilities, barring obvious refreshing like Revitalzers and Wild Card. That's what it sounded like when they first mentioned lowering the recast. It really annoys me now that they're backtracking and saying that the recast is going to have something to do with the potency of the abilities if they're still only going to be effectively single-use per event anyway.
if potency is limited to recast timer, can I have a 1hit KO that works on any mob, regardless of IG or not, even if its a 24 hour ability?

Dunno about you guys, but I'd rather not have to carry yet another set of gear with me exclusively for lowering an SP recast, for each of my main jobs that have an SP worth a shit. It needs to be a static 30min, screw the evoliths.
