Given a few weeks with nothing else to do, I'm fairly confident that I could ban many people for TOS violations using only data that's already reported to the server with a minimum of innocent casualties. You could figure out everything from flee hacking to AH botting to shit like this by doing statistics on server requests from individual characters. For instance:
1) You could ban everyone that trades a book to the assault exit in under a minute. Minimum of innocent casualties, and you get the people that cheated. SE's servers are almost certainly involved in that transaction and it's not unreasonable to expect it would be logged.
2) You could do statistics on player position reports when on job combinations without access to Powder Boots/Flee. If someone's mean speed over a reasonable amount of time (say 3 minutes) exceeds what is theoretically possible, ban them.
3) You could do statistics on how quickly players swap equipment. Windower macros and spellcast swap it much faster than vanilla macros because of the forced delay between macro lines in the official client. There, now you've caught 90% of the windower crowd.
4) You could do analysis of AH use frequency/time of day for each character. If you find that a character is active (moving around and issuing different server commands) at pretty much any time that they aren't placing AH bids at a regular interval, ban them for AH botting.
5) Fish botting would be easy enough. Just analyze how selective people are for specific fish in ambiguous cases.
Still, there's no one at SE with this job and it probably wouldn't be a smart business decision to ban everyone like this even if there was, so it doesn't get done.
