Signet gives the bonuses you are describing.
It's just level correcton on the high end. I don't think there is any correction going on when the mob is lower level.
Signet does enhance defense, but is there proof players gain no benefit from level? VW clusters help physical damage much more than magic damage. This made sense because the only level benefit to magic was mACC/mEVAs, so resist (Inconsistent) constitute the majority of damage reduction. No reason to suggest SE would significantly reduce attack value but skip MAB or w/e.
If a monster is a higher level than you (like in Voidwatch) then it gets a Ratio bonus equal to the level difference * 0.05. If the monster is a lower level than you and you don't have Signet or Sigil on are you aren't engaged to it, there's no evidence that there's any effect at all. If you have Signet or Sigil on and are engaged to a monster that's a lower level than you, you get a bonus proportional to the level difference between the two of you (and then maybe a little more because when they released the Signet changes they noted that they would have an effect on EM or less monsters.)
If you are a higher level than the monster, you get no bonuses of any kind when attacking it. As far as I can tell, level correction only happens when the monster's level is higher than yours. Anything else is tied to Signet/Sigil, which they aren't necessarily adjusting.
I'd rather they just increase the random jump amount or at least raise the minimum but I guess lowering the mob levels will help a little. Embrava helps not only to increase speed, but melees for the most part don't need heals when coupled with Regen VThe reasoning behind using Embrava is to greatly increase the speed of defeating enemies. Rather than adjusting the random warp pattern any further, we have decided to modify the strength of enemies.

No, you don't. I do a lot of parsing in sea against Hpmedes and always end up with the hit rate I predict from my subjob level skill with the weapon. There's no accuracy bonus for attacking monsters that are a lower level than you, at least without Signet/Sigil effects.
I notice a major difference between bottomed out monsters and leveled up ones when burning, so much so that I'm not sure the stat changes could be the culprit alone.

Universally helps most jobs either defensively, offensively, or both. 1hs serve to gain the most with the exception of MNK who can potentially take a major hit in the COunterstance department
depends how they do the change, but dont think any jobs will get hurt, but gap between 1h and 2h should lessen
however there might be a significant change in how much dmg berserked war, CS monk, and a cocooned blu take from mobs
