Correct. The balloon will reach a "Float" altitude where it just won't go any higher. They have no clue when that is, but calculated between 120-130k. They will try to force the balloon to go as high as possible by doing a few things, but they also lose control of it at that float altitude.
Either way, he's passed Kittengers record of 102,800ft. It is a record height regardless now, and thanks to todays technology we'll get more out of it (at least for the viewers) than we did in 1950.
