I knew a girl who'd get catcalled constantly by the Hispanics living in her complex just outside of DC. She moved a year or so ago into a majority black neighborhood in DC itself, and to my understanding it's no longer a problem for her.

Conclusion: Cultural thing?

Came to this same conclusion with my wife. But it's not just the men. The women do it too.

The outskirts of D.C. what most people refer to as "Urban" or what I refer to as "The fucking Ghetto down South, the fucking rich up North" is a myriad cluster of Hispanic pockets and decentralized mix of Asian with white and black mixed in. 20 years ago, Prince George's County, Maryland (East of D.C.) was predominantly white with black just starting to get a good mix. There was no Asian or Hispanic. 10 years later, affordable housing took the market by storm, and the rich white folks moved to Northern Virginia (Arlington, Fairfax County) leaving the middle-class black and white to deal with P.G. Crime sprung up (not because of race, but because of the housing market being turned in to a poor folks ghetto) and the property value plummeted to nothing. When I go through my old stomping grounds in P.G. nowadays, what do I find? Almost half Hispanic. And it only took 5-10 years. My wife can't stand going through those areas for fear of people staring at her relentlessly and it's almost always a group of Hispanic males.

My worst encounter was driving through Arlington en-route to a MicroCenter around the area. Wife and kids were with me, and we were going to a largely Hispanic neighborhood. Now Arlington is rich (filthy rich and it's disgusting) but some of the southern areas are fairly ghetto looking and almost all Hispanic. It's like night and day. Two minutes over Columbia Pike and you go from "WTF LOOK AT THAT HUGE HOUSE" to "God it's filthy around here..."

Anyway, we pull up to the MicroCenter and we pile out. We get to the front doors and there's a group of Hispanic males around 20-30 years old standing near a fabric store nearby. As soon as we hit the front, they all just stop talking and all of them (must've been 5 or 6 of them) just stare at us. I'm white, around 6'0" 180ish but I look like I'm about 13 years old. Wife is black and was wearing a simple pair of jeans and a sweat-shirt. Nothing to reveal anything on her or anything, they just stared at us and I started to get the jitters like most cops do in these situations. So I move to a more dominant position to my wife's 5 o'clock, putting me between them and her as we walk past and one of them just blurts out in Spanish "I'd fuck that guy up and steal his nigger bitch. What a fine piece that bitch is." and he starts making kissing noises towards us.

Now I know about as much Spanish as a guy who's watched too much Dora the Explorer and never spoke another language before in his life and failed German, but the wife is fluent and she immediately reacted in pure ghetto "Fuck you bitch" mode. Kids go inside as I pull her by her hair to keep her from jumping the guys and kick her into the store. I flip her the signal to make the call while I try to act like a badass. As soon as I flipped the badge, all of them take off running. The local beat picks up 2 of the 3 including the catcaller and brings them by for show-up. We identified the one guy and he goes for disorderly and false papers. Guy who took the arrest said it was the 14th arrest he made that month for the same thing and it's always Hispanics. Crazy shit is that legislation is trying to get passed to have it illegal in the District and it's already illegal in Virginia classified under "Threats" if it intimidates the complainant.

If we're going to have a serious discussion about this, then I think by and large my girlfriends have been the most wary/worst experiences around hispanic men as well.

but I did unwittingly walk through Queen's Park (named after the Queen not the queens) which has been co-opted by latenight gays meeting for hook-ups. It's also smack in the middle of the east and west side of U of T campus. I had pulled a near all-night at a library on the east side of campus and was heading to my trendy west-side neighborhood when I realized where I was walking through.

Honestly it's a confidence thing. People prey on weakness or vulnerability. The "terror" portion of the whole thing comes from people who feed off the thrill of the reactions of the victim.

But just because you walk like a duck, look like a duck, and speak like a duck, doesn't mean you don't know some duck-fu (this isn't my line, it's a line from one of the people who teaches self defense for women in our department). The program is called R.A.D. or Rape Aggression Defense. Women who feel like they need to be taught some things to keep safe come in and beat the shit out of some cops for a few hours. It's all about empowerment. They also teach Metro safety, pair walking (buddy system), and offer resources to get people weapons and teaches them how to use them (Pepper Spray is popular but stun-guns are coming back as are personal certifications to carry and conceal Ku-Batons and ASP Defenders).

Some things they teach are the Confidence Stride (walking with your head held high, emotionless, dominant hand at your mid-line and making eye contact with people), the Finger Peel (grabbing the middle and ring fingers and twisting to the outside position, taking up the slack skin between the wrist and forearm with your other hand and levering it against your elbow slightly to start the elbow break and keeps your posture), and The Scream (believe me, this shit works). A couple women responded quickly after they got their training and said it works. Especially the Confidence Booster and The Scream. Confidence Booster disempowers the assailant with the direct eye contact stare and holding your head up high. If they try to attack, The Scream teaches you to scream unorthodox phrases to disempower and draw attention such as shouting "Help, Fire!" or "Run there's a dog!" and my favorite "FUCK OFF!"
