There is no way in hell a person on welfare is spending anywhere near $11k/yr on a kid.
I'm also calling bullshit on the student loan scams. Even if these people are taking massive amounts of money out in student loans they still have to pay them back. My brother decided he wasn't going to pay back his student loans, let them go into judgement, and 15 years later his wages get garnished and its still on his credit report until they are paid back in full. If you want to have shitty credit and work under the table for $10/hr for the rest of your life then by all means, scam the system.

The problem with requiring community service etc for welfare is that that's a job. That's what a job IS. If people could get a job, or could work, they would, despite Skyylya's belief that poor people are all just really good scam artists. It doesn't work to simply hand out jobs, because they have to come from somewhere. The infrastructure for requiring community service is not large enough to handle all the people who would be needing to use it to also do their welfare-jobs, so you'd have to hire on additional staff to that, which creates even more government jobs than you initially did. All of this costs a LOT of fucking money. A lot. Not to mention that you'd quickly have more manpower available than you would jobs that need doing, and inevitably either some people wouldn't have enough community service completed to get paid, or they'd have to reduce the overall requirements to almost nothing... which doesn't really work either because then the person still isn't working for their welfare.
Welfare is there to help people get to a point where they CAN get a job on their own. Making it a job itself is just a really really bad idea. It doesn't work. We know that because that's what the Soviet union tried to do. Seriously, this idea is communist. You're nationalizing unemployment in a way that doesn't encourage growth in the long term, but is ridiculously expensive, and is MASSIVELY prone to abuse in all the wrong ways.
Edit: Requiring furthering education is slightly better, but some people just aren't smart enough for higher ed to have an impact, in which case youre wasting money, and others can't afford to... hence the welfare. Unless you're also suggesting some sort of free education for those on welfare, which would be... interesting, but again prohibitively expensive.
I know a lot of people who make these paycheck-to-paycheck claims making quite a bit more than Skyylya is claiming. Live in a nice home, have two or more car payments, invest a little chunk every month for retirement, and when you get an urge to buy a new TV, boat, or vacation home (Depending on how much income you're trying to make seem insufficient), you're suddenly living paycheck-to-paycheck because it would wipe out your checking account. It's absurd, but you can't be realistic when you've gotten so many breaks in life and you still want to play victim.
My parents do, with my dad making somewhere around $110k. Basically, massive amounts of student loans (my mom owes more in student loans than we do on the house), overspending, some shitty decisions made years ago that are costing $500+ per month now, and supporting 4 kids.
It's pretty easy to do stupid shit with your money, regardless of how much you make.
So living paycheck to paycheck on 100k because of your bad decisions is no different then the poor people living paycheck to paycheck because of their low income. Actually, id say its worse cause at least the rick family had the resources and chances, the poor family had no chance from the start.

I have a friend that's 31, not married and no kids. We live in a town where the cost of living is very reasonable. He makes about $65k/year and he's always dead broke bitching about how he can't save money and his parents have to cover his bills. I'm the same age, married, and at the present time my wife and I made a combined income of roughly $30k/year and we are fine. Why is this? Because we manage our money and don't spend carelessly, unlike the majority of people crying about living paycheck to paycheck.

An income level that forces you to choose between essentials and reasonable semi-luxuries cannot be accurately compared to an income level that allows you to choose your level of luxury.
There is a certain gradient at the lower levels where you can make fair comparisons but that gradient evens out and plateaus real quick as income increases.
