I had an older woman come into work today to get her dog groomed. She only comes when she gets her disability check every 2 months. Immediately started bitching about Obama's vacation days. Pulled up facts on my phone while she was bitching. Even after giving her facts and stats, just keeps bitching about his trip to Spain on her dollars. Felt good to give her some truth but just face palmed when she wouldn't even listen to what I was saying.

Yes, if it passes, but for now:

Until the compact is joined by states with a majority of electoral votes, all states will continue to award their electoral votes in their current manner.

The point of this is that if enough states agree to make their combined electoral votes over 269, then the country would effectively become a popular vote election again, since whoever won the popular vote would automatically get a majority of EVs from those states.

It would completely change campaign strategy.

yes, but the chances of romney getting the popular vote but not the EC vote is slim to none. In fact, this would more likely work in Obama's favor than Romney's imo.

Obama wins popular vote but loses electoral college 1.8% chance
Romney wins popular vote but loses electoral college 6.5% chance

Romney is polling ahead of Obama in a number of national polls, but is losing the EC vote (mainly because Ohio is holding strong). It's more likely for Romney to get Gore'd than Obama this year.
