There was no order to 'stand down' (lol?). There were 20 other protests active in the region, along with a number of other consulates 'under attack' (Yemen, Cairo, etc), and a large number of others in areas that could be viewed as a high risk/danger area.
All of which are constantly calling for more security as they deal with various threats, but the fact is that our budget doesn't allow for an endless increase in security on demand anytime a rock goes through a window. The requests are routinely denied and prioritized as independent judgment sees fit.
To act like this was an isolated incident, as the only place that ever had any threats and ever requested more security and ever was then denied it, only shows your ignorance and lack of understanding of the topic.

If that's true, it sounds like they were reacting to the attack as it was ongoing, in which case I can see why a hasty plan into a dense urban area where a terrorist attack just occurred and the entire middle east is pissed and up in arms would be called off.

since only enemy combatants are ever killed by drones, they would have been protected (unless they were secretly terrorists)
There was a strike team 30 min away, military could send drones to attack the forces outside the embassy.
