Real talk it seems like quite a few places handled it as best they could. Only minor improvements could have been made, most of the problems came from people that didn't heed the warnings to get out. Other than better placement of generators at the hospitals and readily accessible marine vehicles for they pd/fd, NY seemed ok. Places like AC were fucked from the word go.

Someone said as many as 12 homes are on fire in the neighborhood

The bottom line is that shit of this magnitude isn't normal in NYC. Couple that with the tremendous hype of Irene and you have a situation where some people decided to ride this out and got the surprise of a lifetime when the storm surge came armed.
