Start a new character beside your already existing character? If you have legacy that shit is free, and you have like 32 slots to go crazy with.

Yeah, I noticed it was the edge of the map and the gate blocking the path, so I assumed it was something that could not be reached yet. But, was curious if anyone had any thoughts on what it could be. First thing that popped in my head (just from looks) was Ishgard and LL..... But both just don't make sense. I assume a new place maybe?
I actually thought it was Ul'dah at first, but that makes about as much sense as LL/Ishgard. I'm guessing it's just Gridania, a surrounding Hamlet, or, like you said, just a new structure.
Garlean camp, bros
It's Castrum Oriens mentioned in the Live Letter, noobs!
WELL NEVER MIND THEN, GOSH.
This part reminds me of the concept art they released some bit back but cant find the image of it... Or maybe its the snow zone?

I respectfully disagree.
Although the zones have changed dramatically, we know what they are. We know where they lead. We know a decent amount of the lore (although what they add should be good stuff). Most exploration will done on a level 50 character. Gil and access to equipment will make some things trivial. The mystery of a world yet to explore will be gone.
Instead of the world unfolding over multiple months as your character grows, the bulk of that will be do-able from day one. It will still be a lot of fun getting to all the camps and finding the nooks and crannies, but it will be far from the same experience. There won't be a frontier of places to look forward to, a reward for getting up a couple more levels.
Listen, I'm not complaining, but I believe the reality is a brand new player will have a different experience... a more wonderous and magical experience... exploring the world compared to someone already experienced in the game.
I'm not one for role-playing, but I imagine my character will always feel a bit like a stranger in a strange land in 2.0. It wasn't where he grew up.
Are you looking for one of these two?
Spoiler: show
It's most likely a Coerthan landmark (or even something in an unavailable area of the Black Shroud itself) as it's Northwest of the Black Shroud.

Here's a more dramatic shot of it:

Its South of North Black Shroud and West of South Shroud. If I had to make a guess, they might have converted West Black Shroud into a new zone that is part of the Mor Dhona region as the old 2.0 PDF translation seemed to mention that area near this place is actually a completely new zone.
I can't wait until we see the new Mor Dhona and Coerthas.
