If it is specialized for certain field and not able to adapt to something else, then it is NOT an AI. It might be an expert system in that case but that is not an AI.

Not quite right, that's still closer to an expert system. I prefer to define AI as capable of learning (anything). Currently computers have the ability to learn, but what they can learn is specific to how they're programmed. No one has made a fully-flexible system of integrating any kind of new information into the programming.

The whole "level" of intelligence being a qualifier is clearly wrong, though. Once you have intelligence, it's only a matter of time before it exceeds our own.

oh, it's way more in depth than what I said, but the basic consideration is that it can do things people would considering intelligent, and the most basic example I can think of for that is to be able to make decisions

there's also the further debate of at what point it becomes intelligence rather than simple arithmetic-matching (think RTS ai programmed to make x unit when y)

Sounds about right. I've read a few articles in which it's been estimated AI may surpass human intelligence as early as 2030.
