I don't generally watch Obama's talks, but I just finished up watching this one. I'm genuinely impressed, it was very, very good.
So what now? Expand the ATF?

Ehh nothing will happen. Republicans and NRA keep Obama's hands tied over this issue. Can't even pass a shitty gun ban like Clinton did.
Lets be fair, not even a massacre of Congress would stop them from not passing a gun law of any kind.
Part of why I'm down with Obama's speech this time is that he highlighted this exact problem, repeatedly and explicitly. Basically talking directly to the people who already agree with him, but don't turn out for voting that isn't strictly presidential. Told everyone straight up that the only way this happens is if we change it, not him.
I don't think expanding the ATF is a good way to go about it. Trying to take guns by force in the south is going to end up going all fucking Waco and Ruby Ridge real fast.
A first step would be a hard line in the sand on number of guns sold yearly through legal means. Guns are confiscated and destroyed every day in every city in this country. With supply sufficiently hampered a lot of the work will happen naturally, without busting down doors.

The stepsister of Chris Harper Mercer, 26, said Mercer was born in England and traveled to the United States as a young boy.
She says Mercer’s father, who lives in Tarzana, married her mother and that the last time she spoke with Mercer was a year ago.
In Torrance, neighbors told CBS Los Angeles that Mercer lived there a few years ago and kept mostly to himself.
Mercer, according to KNX 1070 NEWSRADIO, had identified Torrance as his hometown on the hiking website, All-Trails, in September 2012.
A MySpace page apparently belonging to Mercer also had Torrance as his hometown. That page reportedly had a photograph of Mercer holding a gun while smiling.
CBS News also reported that an online dating profile that appears to belong to Mercer identified him as Republican and not religious.
The profile listed his hobbies and interests as “Internet, killing zombies, movies, music, reading,” the news organization reported.
The Daily Beast also reported that Mercer said on that profile that he was living with his parents and searching for the “yin to my yang,” according to KNX 1070 NEWSRADIO.
10 years from now 3D printing is probably going to be far enough along that you'll be able to make your own gun. This is already happening to a certain degree, but 10 years down the line 3D printers are most likely going to have progressed and become cheap enough that it'll be a real issue
There are a vast amount of legislative issues that are going to need to be addressed in the coming years due to 3D printing. Absolutely agree with that. Guns are actually pretty far down on the list of "shit you can do with a 3D printer that terrifies me".
Don't think that is a good reason for us to not do what we can today though. 3D printing is a wonderful, exceptionally powerful tool that can do unimaginable good for humanity. It also probably won't ever be a household term until somebody uses it to do something horrific and lawmakers scramble to catch-up.
Anything that would happen isn't going to solve the problems in a day, so lets get that right out of the way. Also no gun law would fully stop gun violence. However it would severely limit it from happening.
First the loopholes making it easy to get a gun should be closed (buying online, at gun shows). From there, guns with high capacity magazines that are military grade should also be fully banned outside of on duty military personnel (ATF & FBI would slowly start to take care of the amount of guns flowing in or out, and those that are in gangs & cartels). Then mental health checks should be enacted, one of which goes through a person's full history. Finally, there should be some sort of license procedure that would be enacted in all 50 states with yearly or bi-yearly renewals. The license procedure themselves would have people complete courses on gun safety, safe gun/ammunition storage procedures, and finally conceal carry procedures for states that allow conceal carry. Also the minimum age to purchase a firearm should be raised to 21 across the board.
I've mentioned this multiple times before, but I'm perfectly fine with people having firearms for protection, hunting, and general collection. However, there needs to be multiple checks in place that bar people from allow them weapons insofar that this happens. People who truly love and respect what a gun is would have no problems going through a procedure to maintain and keep their firearms.
Edit: I'd like to add one thing to the above. The Brady Bill should be revisited -- the provision for background checks during an arbitrary waiting period that was struck down by the SCOTUS should be overturned in some form or fashion then extended. A 10+ day waiting period on the purchase plus an instant (criminal) background check. This would obviously hamper anyone's timeline if they are planning on quick purchasing a weapon into causing a tragedy.
There are only so many non-combative ways to take (certain) guns out of the hands of people who already own them.
I'm not really an expert on "how to confiscate semi-automatic weapons from people who are sexually attracted to their own blood relatives" so the only thing I can offer is that ban on the legals sale of (certain types) of weaponry would achieve positive results naturally over time.
By no means am I saying that I am right or that it is the best option.
What loopholes? Every firearm sale at a gun show requires a BGC. Online firearm sales work the same as ordering through a magazine. FFLs and retailers that don't follow the law get fucked by the ATF, longdick style.

Only in 18 states, not all 50. This doesn't even account for private party sellers who make sales at gun shows -- unlicensed people who don't require a background check, nor can they initiate a background check without obtaining a FFL. There's a reason why H.R.2380 is (unsuccessfully) trying to pass in the House right now, to close up the private party seller loophole. It's nice to say that the ATF is on the case busting people for essentially selling weapons illegally, but it's not so.

i go hunting and skeet shooting with my cousin and his people, get on well with them all, but when most of them open their mouths about gun control my brain begins to smash itself against my cranium. despite the empirical evidence showing gun violence is linked to guns (astounding) many, i fear most, are unwilling to relinquish any degree of their present liberties in an effort to suppress gun violence
