Who the hell would guess so many idiots get into situations where their dog could be in the position to trigger their loaded gun? Enforcement of this would require a massive amount of police visibility and NICS would require a much much larger budget. Both of these problems would need addressing in his proposal and it'd be a tough sell on a national level. Which would promptly lead to budget committee bogdowns until it dies, being buried in the courts until it dies if it did appear, endless hand wringing from supporters, endless circlejerking from the NRA, and endless handrubbing from the lobbying groups getting paid to keep this shitpot stirring.
