When someone goes to get a gun, ask them how much they love cake. If their answer is anything more then a healthy "I do enjoy cake" then you know they might have a mental problem.

Seriously though, the fact that in 2013 these agencies and departments still can't communicate effectively to each other is mindboggling. Seems like alot of the crazy shit that happens is because "Oh...yeah department A knew that those people were crazy/terrorists/jews but never told us they were going to get guns/get bombs/take all the gold."

Well as Neph posted earlier, a lot of information, especially mental health is essentially protected information and can't be shared without the patient's consent unless he's actually been committed. And even then different HMO's have different policies. Hell my wife just for her workman's comp on her wrist had to fill out two different permission forms for them to access her medical records since Kaiser has a different standard then other HMO's.

All the red tape is a huge problem why our mental health system is flawed. Unless a person outright goes 5150 they can fly under the radar till it's too late.

In a major new report, the International Network of Civil Liberties Organizations details a global crackdown on peaceful protests through excessive police force and the criminalization of dissent. The report, "Take Back The Streets: Repression and Criminalization of Protest Around the World," warns of a growing tendency to perceive individuals exercising a fundamental democratic right -- the right to protest -- as a threat requiring a forceful government response.

The case studies detailed in this report show how governments have reacted to peaceful protests in the United States, Israel, Canada, Argentina, Egypt, Hungary, Kenya, South Africa and Britain. The report's name comes from a police report filed in June 2010 when hundreds of thousands of Canadians took to the streets of Toronto to nonviolently protest the G20 Summit. A senior Toronto Police Commander responded to the protests by issuing an order to "take back the streets." Within a span of 36 hours, more than 1,000 people -- peaceful protesters, journalists, human rights monitors and downtown residents -- were arrested and placed in detention.

Puerto Rico has the second largest police department in the nation. That's something I never knew. Apparently, they operate like silent ninjas violating the constitutional rights of protestors. (which, yes, does also apply to PR lol).

PR is weird. Police drive with their lights flashing regardless of situation, and no one exceeds the speed limits.

That is some master class trolling. Like, not even in the same universe. It's almost an Onion headline.

Try him for Manslaughter. It's not murder in any degree.

no. if you read the article, the guy was being shot at. he returned fire, missed, and killed the kid.

should be charged with manslaughter at least, but not murder.

Could charge him with negligent homicide. Fits all the criteria. One of those things you learn during firearms training is to line up, square up, shoot through, watch the backdrop and angle away. Don't want to do this (kill a bystander by accident).

Authorities released few details about the incident, but city officials said in a statement that the suspect was "neutralized."
