Yeah, its definitely a slur. Dates to WW2 and the leadup to the internment camps, afaik, though it may predate that.

General French-Dickheadian can tell his MPs whatever he wants but Article 5 of the NATO Treaty explicitly states an attack on an individual member state is treated as an attack upon all member states. add in Canada being our closest regional ally, our geographic neighbor, and our 2nd largest trading partner, and there is probably no nation on earth we would be quicker to defend in the event of foreign aggression.
Reading the article, I'm quite certain he means using our missile defense systems to blow an ICBM aimed at Canada out of the sky. Of course if one actually hits Canada, we would avenge the deaths of our northern neighbors.

an equally nonsensical position. as the article states the Canadians haven't formally joined our ballistic missile defense program because everyone knows we're not going to sit idly by while a North Korean ICBM starts careening across the Pacific and we cross our fingers hoping it just flies over Alaska to hit our apologetic neighbors.
of course given our missile defense systems are very probably going to miss a North Korean ICBM that may prove an academic distinction.
