Oh god You'd have to comb the dev posts for like the last 6 months to find it...I'm not a monk, so it just sort of slid off the brain as I read over it.

edit: maybe mdkuser could tell us if I'm remembering right/wrong, he has more mnk cred than I do.

They did mention a new Black Belt tier...but thats about it. Its believed that you'd need the previous tier, since you do for all upgrades. Its however possible that you'd just need the quest done.

What would be the best way to invest 6mil for a newly returning player? I've just got NIN to 99 and cooking at 80, so I'm kind of leaning towards taking that up.

Combat skill earring or magic skill earring? Or AA weapon? I already have the scythe and axe. This year's bonanza prizes were pretty worthless if you didn't get rank 1.

I have more combat related skills uncapped but they have oa2-3, octave, and just regular killing as all id need to cap em anything other than marks/archery due to having the same job picked during vw pickups all the time.
Magic earring has the appeal of it being needed for geomancy.

Assuming rank 4 I'd do AA just for fun elvaan. That said I'd seriously debate rank2's worthfulness. Lot's of good stuff in there. Just sad that you can't deliver cat's eye

Does magic evasion and elemental resistances help resist enfeebles or is it only good for resisting nukes?

Helps against both, very noticeable on imps with barfira. I find amnesia almost always lands at default resists, but with even a gimp barfira I would resist almost every time. (75 content stuff anyways, mostly just for the sake of giving an example)

It's not that I don't trust you or that I was trying to be the ass of the situation.
It's just that I read official forums almost everyday and I don't recall them ever talking about a new BB tier coming in the future.

Of course it could be just me who missed that, and that's why I was asking for the source, I was just curious to read the original post, that's it.

There is a new BB tier otw, thats what they said. But they also said that we would get caitsith and other stuff last year, so I wouldnt hold my breath.

vanafest 2012. it wasn't a dev post I believe. They also said new march spell and new elegy spells for BRD which "not everyone would be able to get"... probably saving those for SoA rewards.

They did mention a new blackbelt on the official forums as early as 2 years ago:

"We currently have no plans of easing the way Black Belt is obtained. Due to the increased level cap, we believe that the ease has already been affected.

We're actually looking into items that are more powerful than Black Belt for the future, and if they were to be introduced there may be a possibility that we re-visit adjustments for Black Belt acquisition."

Don't want to be anal, but I remember that post and I personally read it in a different way.
Please correct me if I'm wrong, which is likely since english is not my mother language.

What I read in that post is their will to add items more "powerful" than Black Belt in the future, not a "Black Belt +1", and they also talk about revising the method of acquisition for Black Belt (which they already did).
"More powerful" may seem pretty obvious from our players' point of view, but nowing the Dev's pov that could mean anything, any other "powerful" belt that MNK can use, not necessarily a BB+1.

They say they'd consider adjusting blackbelt acquisition if they added said items thou, which implies (to me), that the blackbelt quest would be a prerequisite.

The alternative interpretation is that they'll make the blackbelt quest easier when it's less useful in the future, which would be a pretty dick response to people asking them to make said quest more accessible. Adjusting old content simply because it's rewards are outdated doesn't seem like something SE would do thou.

Are there any good DC farming camps in Xarc with a decent number of JA mobs?

The ramps at G-7 and H-7 have a handful of JA mobs, however there are also other ones mixed in and other than that I recall seeing JA mobs on the way to TE2 at G-10, but don't remember if they are DC or EP there... Can't say I've come across too many other spots other than those.
