The obvious answer is that if they offer a Kinect-less SKU then it neuters any potential that the Kinect has. It's hard to get devs on board when there isn't a guaranteed install base.

The more cynical answer is that MS has decided that they are going to ride the Kinect Horse into the ground so don't hold your breath. The amount of backtracking they have had to do with the XBone is truly astounding, so they have to make a stand somewhere.

Making Kinect optional kinda worries me for its future potential as devs opt out on supporting it for less of a workload and less things to test. I feel some dev out there will be bored one day and accidentally happen across a way to use kinect with controller-based games in a way that makes a notable difference.

Its still gonna take some crazy exclusives for me to ever end up buying this system. With their ridiculous attitude and policies they pushed the Wii U in as the favorite for my 2nd next gen console.
