Alright so after I leveled up from 10 to 30, I picked up Geo-Focus in gusgen, and then went back to konschtat for geo-precision once again. This time it worked!

Could probably think up other quirky possibilies, like element of the spell and day people picked it up on. But at this point, I'd just be inclined to say something's buggy.

And apparently some are having issues learning Geo-Regen as well. It does sound buggy.

Haha that would be funny! But can't be true, I'm from windy and can't get the one in kon, but just got regen in ltp when basty owns it. I honestly wouldn't put that idea past SE though, good thinking!

I'm going to assume yes. However there's a fount right there if you've done the waypoint quest.

Club appears to be a B+/- of some sort, dagger and staff a C+/-, D in eva, and E in Parry.
Elemental is B+/-, Dark is C+/- (sad), Geo and bells are a C+/- as well looks like

Body: Enhances Luopons (Enhances defense and HP of lupons?)
Hands: Handbell / Geo skill +
Legs: Elemental magic +, enhances Indi spells

There's a Geomantic Reservoir in "Floret de Hennetiel" at I-7. Probably for one of the higher level GEO- spells.

I found a Geomantic Reservoir in Morimar Basalt Fields at J-6.

Someone pointed out that "maybe" by raising the levels of a particular coalition the vendor prices may go down. Right now the biggest issue seems to be those tier II -ra spells as apparently you can get Geo- spells for free (or well, most of them).

I found a geomangnetic resoivoir in ordelle's caves pass the hidden wall for the strange apparatus, but not past the second hidden wall to get to room with the apparatus. just keeping going around the corner... Although at lvl 91 geomancer I can't activate it. I assume its because it is one of the 500k spells that i skipped for now.
