All the NPCs you talk to are just whoever is outside the leader's mansions, except for scouts where you talk to the galka kid then to Palomel on the side of the building. I'll look up and compile all the names in a sec.

Jozhud -> Palomel, Oscairn, Grevan, Oka Qhantari, Marjoirelle, Terwok, Ploh Trishbahk, Oingo-Zoingo, Chumli-Mojumli, Rigobertine, Nhili Uvolep, and Mastan are the NPCs, all outside the mansions, idr positions for them but widescan is your friend.

now i wonder.. will they let me get those 2 naakual items for whenever i get those KI, or is it "have them or lose them"?
if that's the way, i should pause the quest until i get all 5 KI..

Yeah I think I just missed a couple or something so far I got... in eastern: Nhili Uvolep, Chumli-Mojumli, Oingo-Zoingo, Rigobertine, Palomel, Oscairn. And in western: Terwok, Marjoirelle, Mastan, and Oka Qhantari

Edit: guess already got grevan he just didn't say anything about the library so got confused. So really just missed the castle

do you mean i have to have all 5 KI to pick a weapon?

Or first 3 KI = pick 1 weapon from first 3 drop and the 4th and 5th naakual KI to exchange for 1 of their drop...

Grevan doesn't give me any dialogue relating to the library quest. He just keeps saying that Mistress Svenja is busy.

You sure you didn't check anyone else? I've done all of them and everyone but Grevan gives a message about the quest AND it's not over

Flowers for Svenja is a quest that was introduced this update. I think it's pretty much confirmed that SE screwed up and the NPC Grevan is glitched if you've completed that quest beforehand.
