I have 62 quests completed now, all but 1 of the ones currently available. I don't know what else it could be though, unless maybe it involves knowing all of the survival skills. One of the two quests I did was Orobon Appetite, which gives the paresis resistance key item.
Nah, I definitely have over 60 Adoulin quests completed here too, from regular quest list only. Some of them are Mog Gardens quests though (the tutorial quests).
I just completed the last quest available, A Thorn in the Side. I have all Adoulin Quests done (including Mog Gardens) and the NPC just gave me my 10k kinetic units.
Edit: I think, judging by the NPC's words, (supporting pioneers for the Ivory Wing, helping the city's populace for the KU) maybe it's determined by where the quests come from. "Supporting pioneers" means all quests obtained outside the main city, and "helping the city's populace" is in regards to the ones from inside the city. It makes sense, given the context.
Spoke to the NPC with 57 quests done, and couldn't get anything. Completed Boiling Over, from the old set of quests, which'd finish me off with the originals, and she gave myself, and another player in the same boat, the key item. Supporting Pioneers was the key phrase, so I believe it's original for the old quests, KU for the new. I really hope they don't want one completion of each coalition assignment for another. That'd suck!
Not to mention be impossible for most people.
I can't check until tomorrow but I'm fairly certain I got the ivory wing talisman when I completed Order Up and I've only done maybe 5 adoulin quests. Boiling over is one of them though, maybe that or a specific combination is all you need?
Got Ivory Talisman, still had Exotic Delicacies, "Always More", Thorn in the Side uncompleted. Got it right after I finished Order Up, talking to NPC immediately after and get the reward. No KU reward yet.
Just advisor in scouts. Unlocked nothing new. Something to note the npc that tells you about the status of ergon loci wont tell you about the ones in new zones/ unacessable ones are shown. But there are new tinctures avaialable including some from zones you can't survey... on top of that the one of the 2 from dho gates you can get a tincture from is the harder to get/farther away one
Re: The Library.
I just got my item. Before, I hadn't finished all the missions, nor had I killed all the wildskeepers. I did the quest where you meet Mr. Businessman, and killed the Bee which was the last one I needed, and suddenly had access.
I have also made it a point to kill every single new mob out there.
I'm willing to bet there are three requirements. Meet every important figure, kill all of the new mobs, and kill the 5 bosses.
EDIT: Also my fame is nowhere near capped.

GMs actually respond to botting now? There were fish bots making 100's of millions of gil per day for years and were left virtually untouched by GMs but god forbid you try to get decent bayld on mage in a flawed Reive system(which is IMPOSSIBLE TO DO) GMs suddenly care? Seriously, I spam cures and buffs and nukes on SCH and make 300-900 bayld per run and that's really bookin' it and dropping big cures and even cheat-curing by converting with double digit HP and curing myself back. On a DD I can make 3-4k by just auto attacking.
Sorry if already known but the naakual cost reduction must be based on number of quest/tags spent, not coalition fame itself. I am spending tags to go from Partner to Advisor in Scouts and I still haven't ranked up, however I got a random -5k, so the overall tags spent must have an influence rather than a minimum rank attained. So people who distributed their tags to various coalitions should have the same chance at reduction as those who focused on a few.
A few other people have mentioned that that's probably the case; it fits with what I've seen as well.
