I'm still on this message but recently unlocked the velkk quest (after finishing It Sets My Heart Aflutter, my 37th) and right after finishing velkk it opened Shot in the Dark. Mule did very similar, flutter > repeat cafe...teria > shot not open. Did velkk, shot opened. I had done.. Exquiste delicacies, No laughing matter, and It Sets My Heart Aflutter, since I had last checked Velkk, but I was on fame 3 the whole time.

So either there is a fame4, velkk gives a lot more than a cafeteria repeat, and the NPC has no message for fame4 - or Shot in the Dark needs Velkk, and Velkk needs one of (Aflutter | Exquiste | No Laughing).
Still missing Cursed Drink, Marble Nugget, Geothermal Survey (I assume Fallion is behind a Reive) and Shot in the Dark for 42/42
Okay, I went into a Lair Reive as BST, and went to use the Tincture and couldn't. It'd get to 60% usage and stop. I'll try outside of a Reive in a minute.
Okay, there's definitely some pre-requisite to being able to use these. I can't use it outside or inside a Reive. In or out of battle. Anyone got a clue?
A few options:
1) Maybe it's a quasi-permanent Reive buff and you need to stand on the related Ergon Locus and use it?
2) Maybe it requires party members?
3) Maybe it's only for the Naakual fights.
Naakuals, I cannot confirm or deny. I have tried it in and out of party. It'd seem really stupid to tie specific buffs to specific zones/areas though. I'll head to the Foret in a few and sail up to the Locus, and see if I can find anything.
Oh, and you can't trade it to any random locus. Nothing happened when I used it/traded it to the Locus of the Flourishing Island (3.1 distance at 19:40 FYI)
Did they change it? My first tree root reive we went in and no one had logging, and we were still getting evaluated every minute or so for Bayld, got like 4k because we couldn't win. Someone was off and on attacking the tree root for 0 damage, does someone just have to be hitting it to keep the evaluations active?
Okay. I'm at the Torchbloom locus, and absolutely nothing is happening. All I can use the tincture on is myself, and I can stand directly on top of it and nothing. Trading does nothing too.

I got nothing. Maybe it is just an overly expensive boss buff.
Quite possibly. Something interesting though:
Using it in Western Adoulin does nothing. Using it in Lower Jeuno gives me a "This action cannot be used in this area." I'll mess about with it quickly and see if I can come up with anything.
I also get the message in Rolanberry Fields. It seems that however/whenever you use these items, they must be used only in Adoulin areas. Slightly disappointing, but not entirely unexpected, I suppose.
SE has really dropped the ball on harvesting related quests this expansion.
Even disregarding the Marble Nugget quest, I've spent over 14 hours trying to get 3 saffron blossoms for Exotic Delicacies. There are just far too few harvesting points, and a far too small chance of finding it.
I'd guess SE decided to be really fun and make using them based on colonization upgrades lol

Feel this way about HELM in general. I preped before Adoulin hit, anticipating HELMing getting a large dose of attention. And seems I was right, in that SE has a coalition dedicated to it, offering upgrades for it, even implementing this silly fatigue system. Yet, they forgot the biggest reason to it.... useful mats. -_- Logging is all but a joke, with Ubunklu Logs being used for little, the rest being worthless low lvl logs, harvesting has a ton of new mats, but seemingly no use for many of them, and mining I honestly can't speak on due to that well known annoyance of a quest. Maybe as more updates come out, new areas open up, and more mats are introduced, things will change.
I still hit every HELM point I see hoping that a Skirmish piece shows up, another part that the ball seems to of been dropped on. 5 days after launch and I've seen nothing more then "oh, got lucky and got a random piece this one time." Considering most don't even know about the pieces needed for Skirmish, and the rarity of said pieces, wonder how rare getting a run together will end up being.
Probably an obvious tip, but if you've reached the 15 cap for imprimaturs, but don't want to use them right away, you can just dump them into random assignments that you won't do and cancel them when you need them. Gonna save up a bunch for Friday and Saturday to spam nest reives for the peacekeeper coalition to get armor next week with my friends.
I got the impression the tincture itself is already the non-temp "temp item". I suppose its cool because if theres no restriction, you can use it anywhere in the game. but if not maybe its just a Skirmish thing.
Also would be interesting depending how potent it is and how long it lasts. Checking the locus is your way of 'recording/obtaining' it so that you can buy it.
anyway Regen and Refresh loci are both found in Cirdas, and both are hidden behind reives >_<; good thing i had BST and a lot of time. only missing the locus behind the rocks in Morimar.
I'm quite certain that Shot in the Dark requires the Velkk one, and the Velkk one needs something else. I'd had the same fame level before and after I did the quests (Lv3, i think thats the current cap) but it opened up after I cleared several quests. For me I cleared Aflutter, the Ceizak mantid and Yahse Chapuli quest sometime before that, so it could be Aflutter
