I really wish SE would release some type of number for the threshold on votes/impeteurs(sp) required per conquest to effect the coalition's ranks.
The whole deleveling coalitions gives me a "Fiat Lux" feeling in my gut.

Like a terrible girlfriend, it seems no matter which piece of furniture you vote for, the Task Delegator is always annoyed by your decision.
I dunno if it's been mentioned but I remember reading that people were having a difficult time with the scout's surveying mission. Just wanted to add my two cents on what's worked - I did the Flourishing Island one and succeeded at 3.0 Yalms away, 19:00 on Lightsday. It wasn't working from 0.1-2.5 yalms away, and I wasn't really checking the time so I can't confirm when I started checking.

Second Floor like all outposts out in the fields too, are stored underground until SE applies some Z axis mod to them. If you have MIP mapping on and are far from the buildings you will see them with chimneys, roof floors(guess like a widows peak), and the flags/signboard etc.
Just thought I'd share if you wanted to know what things looked like...
If anyone has recorded Bivouac or Reive positions (including monster types) that are missing from the wiki pages, can you either add them in or list them here? I've been trying to finish it up. I fully mapped out Foret last night and added all Bivouac and Reive spots. Morimar is by far the most lacking at the moment. Thanks!

There have been some great maps in this thread and on wiki.. is anyone working on integrating them with the existing map packs?
Edit: Boom, found something!

I'm now a Scout Probationer. It took exactly 20 runs of Survey: Ceizak Battlegrounds at 1 imprimatur/run.
Great info. Would have three follow up questions for others to confirm (I'm also trying to record the info myself):
1- Is it the same 20 for every rank onward?
2- Is it the same for all coalitions?
3- Is it still 20 imprimaturs if you use more than one per assignment?
My guesses are "no," "yes," and "I hope so." I don't have enough recorded info yet to say for sure.
No, I suspect that the notes are both right and wrong. There is indeed an evaluation that takes place once an hour, but the Coalition can't actually rank up at that time.
One of the conversation options with the Civil Registrar asks about the current status of the Coalition. The Registrar's response tells you how progress toward the next rank up is going. From Gynplaine's post on the previous page -
I suspect that the evaluation that the patch notes refer to is the set of responses quoted above. Once an hour the game checks to see whether it should increment or decrement from the current response. Then at the end of the Conquest Tally period, the game determines whether or not the Coalition should rank up (and the responses seem to allow for the possibility of a percentage-based chance of improvement - i.e. completing X number of tasks might have a 75% chance of the Coalition improving and a 25% chance of it staying at the same level; this last bit is purely speculation, though, and strikes me as unlikely). Our coalition's rank ≺Multiple Choice (Parameter 4)≻[will almost certainly fall/may fall/will probably stay about the same/might rise/will almost certainly rise] after the next evaluation.≺Prompt
Eh, I'd believe this if I hadn't gone to read the other language update notes to see if I had been a dick needlessly (and I had). French, German, and JP update notes (as far as google will throw me on the last one) say "every week" where the English notes say "every hour."
Wondering if supply runs garner additional supplies for using 3 tags, or if using 3 tags is actually detrimental in that case. Running 1 tag at a time to a place like Morimar, on foot, is going to be a pain in the ass.
This will be much, much more difficult to figure out. I wouldn't be surprised if we never know, unless SE explicitly tells us. That being said, from an intuition perspective, I'd think the number of supplies delivered would be what counts, not the number of imprimaturs used. But intuition doesn't always get us very far figuring stuff out in FFXI so....
Ragnarok has had all three Bivouacs in Ceizak for most of the week, but the Colonization % seems to be capped at ~25%. We also have all three Bivouacs in Yahse now.
